Who Qualifies

To qualify for renting or purchasing a Community Housing unit, at least one member of the household must meet the following criteria:

1) At least one non-dependent member of the household must be employed and/or reside in Blaine County and meet one of the following criteria:

a. Be a full-time employee working in Blaine, OR

b. Be a senior or retired person who has been a full-time employee in Blaine County immediately prior to his/her retirement and lives currently in Blaine County as his/her primary residence, OR

c. Be a disabled person residing in Blaine County who has been a full-time employee in Blaine County immediately prior to his/her disability and lives currently in Blaine County as his/her primary residence, OR

d. Be the spouse or dependent of a qualified applicant.

2) After purchasing or renting a Community Housing unit, the household must occupy the unit as its primary residence.

3) No member of the household may own developed residential real estate or a mobile home in Blaine County. Otherwise the owner must list the residential real estate or mobile home for sale prior to or simultaneously with closing on the Community Housing unit (and still meet the asset/income limitations). The property must remain listed until it is sold, even if the listing period extends beyond the time of closing or while the applicant lives in a rental unit. If the applicant wishes to rent the other residential property while it is listed, the applicant must rent the property as Community Housing in accordance with the Guidelines at the income category determined by BCHA.

4) The aggregate total income and total net worth of all members of the household cannot exceed the maximum amount specified in the Guidelines. The maximum gross household income for each income category is outlined below. These income categories are used by BCHA to determine the appropriateness of Community Housing development proposals in a given location and also to determine which applicants will be considered for particular units. These income levels are based on percentages of the Area Median Income (AMI) that are assigned to Blaine County by HUD on an annual basis. Refer to the BCHA Guidelines for details on income categories.

A household may purchase or rent a unit in a category higher than what they qualify for, but not in a category below what they qualify for.

Any renter or purchaser who has not fully disclosed the ownership and/or sale of property within the last two years will be considered ineligible.
