About Us


Our History

Blaine County Housing Authority (BCHA) is a public organization committed to community housing as first identified in the 1997 Ketchum-Blaine County Housing Needs Assessment, which prompted the creation of a housing authority in that year. BCHA's primary goal is to promote various methods for providing housing at affordable sales prices and rental rates to people comprising the "local population." These individuals and families are unable to purchase or rent reasonable quality housing within Blaine County due to high market-rate housing prices. BCHA and municipal officials feel it is essential to the economic health of the county that people working in Blaine County can become permanent members of the community via home ownership and/or rental.

BCHA maintains affordable housing via rental agreements, deed restrictions, and ownership and leasing of land. By advising governmental staff and agencies on possible changes to zoning and land use policies, BCHA works with local governments and planning entities to encourage the development of and minimize constraints to affordable housing development. Wherever possible, BCHA provides housing within close proximity to the employment location of residents. In particular, housing opportunities are provided relatively close to employment centers, including the cities of Ketchum, Sun Valley, Hailey, and Bellevue. Locations for community housing are integrated throughout Blaine County, thus avoiding the construction of one or two large complexes meeting the needs of the area's workforce. Community Housing is constructed with the intent of creating, preserving, and maintaining a sense of community.

Our Vision

The vision of Blaine County Housing Authority is that all people of low to moderate income will live in safe, attractive, and affordable housing in the community of their choice within Blaine County. For our organization, this means expanding services, improving access to housing options, and encouraging economic stability for all. We work in partnerships and collaboration with other agencies, developers, organizations, and entities to plan for the sustainable vitality of our community and respond to affordable housing needs, providing timely and efficient service.

Our Authority

The BCHA is an independent public body, corporate and politic created by Blaine County and has all the powers and authority bestowed upon a housing authority pursuant to Title 31, Chapter 42 and Title 50, Chapter 19, Idaho Code.

BCHA's Primary Roles Are To:

  1. Qualify applicants for Community Housing using the criteria set forth in these Guidelines and maintaining an Applicant Database of those persons eligible to rent or purchase Community Homes
  2. Process the purchase and sale of Income Category Community Homes
  3. Monitor compliance with and enforcement of these Guidelines
  4. Develop the criteria by which Community Housing is located, designed, developed, and priced
  5. Provide recommendations regarding proposed Community Housing to Blaine County and its municipalities in accordance with these Guidelines
