BCHA is governed by a seven member Board of Commissioners. Each Commissioner serves a five-year term.
Nate Hart, Chair | Hailey Commissioner
Nate Hart arrived in the Wood River Valley in first week of December 2009, spending cold nights in his car before beginning work and moving in to the Sun Valley dorms. Nate’s varied housing experiences from the dorms to his purchase of a home in Hailey are similar to the paths that many others who come to the community experience when they want to make Blaine County their home. Nate wants to see the community thrive and knows that it will require a path forward for those who, like him, emigrate into Blaine County in hopes for a better life and environment for their families. He believes that new people, new perspectives, and new opportunities for the community go hand in hand—housing being the major first component. Nate is excited for the opportunity to serve his community and to work to find real and lasting solutions to the local housing need for Blaine County.
Liz Keegan, VICE-CHAIR | Ketchum Commissioner
A New Englander by birth, Liz has always loved the mountains and lakes of the Rocky Mountains. An Outward Bound trip to the Sawtooth Mountains in 1978 proved to be the catalyst to visit Sun Valley a decade later, and the dream was born to live in a small mountain town. Along the way came 30 years in Washington, DC, working on capital budget issues for the subway system. In 2017, Liz and her spouse made Ketchum their permanent home. Here in our Wood River Valley, we love the ability to enjoy world class Nordic skiing, hiking and culture, combined with the ability to make a difference.
Mason Fredrickson, Treasurer | Blaine County Commissioner
Mason joined the Blaine County Housing Authority as one of the Blaine County Commissioners in 2018. He feels that Blaine County is made up of a diverse mix of full- and part-time residences resulting in a unique housing environment. Born and raised in Coeur d’Alene, ID, Mason has been visiting the Wood River Valley his whole life. He graduated with a B.S. in Molecular Biology and Biotechnology from the University of Idaho and moved to Ketchum in 2011 to work for a Biotechnology company. After five years in biotech, Mason transitioned to the banking industry in 2016.
In his free time, Mason can be found on a ski hill, a mountain bike trail, or a river.

Sabina Gilbert | Blaine County Commissioner
Sabina Gilbert is one of two Blaine County representatives on the Housing Authority Board, appointed in September 2014. Originally from Sacramento, CA, Sabina visited the Wood River Valley each summer and winter from 1989 until 2013, at which time she moved to Sun Valley and became a full-time resident. With degrees in economics and law, Sabina specialized in municipal law for over 30 years, advising elected and appointed officials and staff of various local government jurisdictions on all aspects of municipal law. She is delighted to serve on the BCHA Board and to share her experience in affordable housing, land use, and local government.
Chase Hamilton | Community At-large Commissioner
Ketchum local, Chase Hamilton, is the longest serving member of the Housing Authority Board. In 2001, he served on the Ketchum Housing Commission, beginning his long-term involvement in Community Housing. A true representative of success of our program, Chase has been a Community Homeowner since 2008. He fills his days working as a wine distributor in the Valley. When not working, you may catch him around town telling stories of his past aviation exploits and exciting adventures in the great Idaho outdoors.

Nathan Harvill | Executive Director

Nathan brings 20 years’ worth of housing-related skills and experience to the Wood River Valley. He has guided both government bodies and non-profits in the interpretation and application of federal, state, and local housing policies. He has worked with elected officials and citizen committees to advocate for and advance housing issues, using data visualizations of socio-economic, demographic, and environmental statistics to promote a holistic view of housing objectives and provide clarity.
Nathan comes to the Blaine County Housing Authority from Community Service Council in Tulsa, Oklahoma. He has built collaboration between private landlords and social service agencies and their clients to find affordable housing for people experiencing or transitioning out of homelessness. His advocacy includes affordable housing and inclusive policies to ensure that everyone has an equal opportunity to secure housing.
A self-described “data geek”, Nathan maintained extensive demographic information for the city at large, aggregating the same into tables, charts, and maps, all of which he incorporated into policy development as well as his presentations, which included community training on the topic of Fair Housing and Economic Inclusion within the community. While his approach to housing policy is analytical and data-driven, Nathan’s past work has focused on developing policies and ordinances in a way that is inclusive and beneficial to the entire community.
Nathan received a Bachelor of Arts degree in Government, International Relations from Oral Roberts University and a Juris Doctorate from the Dickinson School of Law at Penn State University. He also holds a certificate in Global Arbitration Law and Practice from the Queen Mary School of Law in London, U.K.

Ann joined the BCHA staff in July 2019. She brings a combination of Social Services and Property Management experience to the Blaine County Housing Authority. Prior to moving to Ketchum in 2000 Ann was in Property Management in Seattle and Northern California for the Multi-Family industry for 23 years. Her previous career spanned 20 years providing Case Management services for various Mental Health, Developmentally Disabled and Elder Abuse agencies in Illinois and Indiana including being a liaison for her caseload with local housing authorities and advocating on their behalf.
Ann moved to Ketchum in 2000 and in 2005 began working for Resort Quest as the Owner Services/Business Development manager providing guidance and assistance to Homeowners renting their properties as short-term vacation rentals. In this management role she was the “go to” person for owners and the local real estate community. Ann has dedicated her professional life to helping others.
In her spare time Ann enjoys music concerts, traveling, hiking and enjoying the beauty of Idaho, the greater Pacific Northwest and West.
